Visual Lookup not working consistently across all devices

I am into birding and I use the visual lookup feature to crosscheck species identification frequently. Currently, it is working on my phone but not on my mac for the same library. It also doesn't work for alternate libraries that are not synced to iCloud. Most of what I read from prior troubleshooting searches has to do with language and location settings. Those comments are not helpful. I am in the US using english. The visual lookup feature works on my iCloud synced library when I am using my phone, but it does not work on macbook for the same synced library. It would be ideal if this just worked for all photos regardless of library, location, language, etc. It is not user friendly to have unexplained restrictions on functionality, or gaps in coverage between one library and another, but at the very least it should be consistent with one iCloud synced library across all devices.
