Does Apple not want to sell books anymore?

I've been trying to set up an iTunes Connect account for about a week now and the "accept" butt on is never active. Click the check box, download the terms file, claim back and forth on all the settings just to see if anything works. I actually read the terms on the screen, slowly moving through the doc. Still, wouldn't let me "Accept".

So here I am, long time apple user, able to see my book on every platform but apple. I see others having the problem too, but never a solution.

Anyone?
