Well, seems we can either try
(1) some trouble-shooting to see if we can improve matters,
or
2) you can ignore the trouble-shooting below, and just send some feedback to reach those who work behind-the-scenes at Apple,
or

Wondering where you would be checking for the storm warnings in the News app.
I don't know if it will help with storm warnings, but here's a few possibilities:
Apple support's online article: Listen to Apple News Today on iPhone - Apple Support
Eg: Says: "In the News app,
you can listen to Apple News Today, an audio briefing of the day’s top stories hosted by Apple News editors."
Also, if you wish, you can: "Get Apple News Today show notes notifications
✽ Tap Following,
✽ swipe to the bottom of the screen,
✽ then tap Notifications & Email below Manage.
✽ Turn on notifications for Apple News Today." (or maybe just for certain channels you've chosen ?)

Re: "It forces location where I am not located and continually must go back to reset".
You may want to check your region is set correctly:
Eg: Go to Settings > General > Language & Region ... you can set the region correctly there
You may want to check the local date and time is set correctly for your location on your iPhone:
Go to: Settings > General > Date & Time. If possible, turn on Set Automatically.
Also: Check Settings > Privacy & Security > Location Services. Check if Location Services is on, if you want it on.
