Setting up iPads for business

We are an after school program who uses iPads to sign students in and out as well as pull up contact info, etc.

We have to have it where each school has at least 1 if not 2 iPads to use on site. These iPads stay on-site at the schools and do not return to the main office until summer time.

What is the best way to se these up so each iPad can be assigned to a school. I originally set it where they each had their own Apple ID but then I thought it would be better to give them all the same Apple ID?
