How do I remove activation lock from my iPad 9th gen?

I purchased an iPad at a quantico base over a year ago! I now live in Charlotte North Carolina !! Soooo My iPad was factory reset and I literally forgot the iCloud password! I keep submitting an activation unlock request and it keeps denying my request!! I have my receipt via email from the financial support team on base and my bank statement with proof of purchase!!! I don’t have the box or physical copy of the receipt lol it’s starting to **** me off !! I’m already an overstimulated mom and now this huge inconvenience is giving me anxiety!!! I use my iPad for work so it’s a necessity!!
