iCloud downloads files that don't exist every single day, both on Mac and iOS

iCloud downloads 17,5 GB files every day both on iOS and Mac and I can't use my devices while roaming due to this reason.

We can't seem to find any files that are being downloaded. No information is provided, no folders seem to be downloading but finder shows it's downloading 17,5 GB and It actually causes me to exceed my data plan.

I lost hundreds of Euros because of this and can't use any of my devices right now. They are simply out of use because I can't turn on hotspot (I'm always outside except when I'm sleeping) because when I turn on the hotspot, both iCloud and iOS will start downloading 17,5 GB files that don't exist.

I called Apple Support numerous times before and nobody was able to provide any solution for this. We also couldn't gather any logs since they weren't able to do it right away. Apple Support says we need to connect exactly when the files start downloading. That's when I'm outside and working.

This issue has been there for 1,5 year now and it's extremely frustrating.

I spent thousands of dollars on these devices and can't seem to make any use of them at this point.

It's quite crazy nobody knows what these files are, why they are downloading every day.

There are no files that are not stored both on my local drives and iCloud.

Optimization settings were turned on and off numerous times.

All devices were formatted every month to see if it would change but it didn't. After downloading all files on all devices, there's always some 17,5 GB downloading on all of them.

I'm hopeless, but still writing here so that everyone can see how there are very simple things Apple cannot fix. I regret the purchase way so much that I want to set these devices on fire in front of everyone. I might actually do it sometime soon.

I don't want to turn off iCloud services while roaming since I rely on them for my work.
