I pay a subscription for iCloud but folders are nearly always empty. I thought this is supposed to be a fail-safe back-up. I have other backups but why am I paying iCloud for one? Seems like absolute nonsense unless I have failed to learn something or other about restoring files and folders when I need them, which is quite possible.

iCloud on your Mac is a sync service, not a backup tool. It means that you can e.g. open files, saved on iCloud, on any device you are logged in with your same AppleID. BUT: if you remove a file, it will be removed on all your devices
