my laptop had an app interfering with its function. So it was fixed by an Apple technician then I asked her to change my email id on my ilap. All my information is gone and she said it would go to the cloud. Hoe do I retrieve back to my laptop

The technician should have done it the correct way unless it was misunderstood what you wanted. All you data should still be there. Changing an ID the proper way involves NOT making a new account; it is changing hte email address used for the original account. is that what was done?
Are you signed into iCloud? Is it set up properly? Do you have an Internet connection?
