I recently replaced my crashed iMac. I had backed up my devices to the Mac instead of the Cloud. I have now increased my iCloud storage and would like to remove the backups on the new Mac to save storage. Is it safe to backup to the cloud, then remove the backups from the Mac? Storage on the new Mac is sufficient for now but I don’t want it to become a problem later. Thanks in advance for any advice.

Removing backups on a Mac won't affect any backups on iCloud. You can backup on either a computer or iCloud or both if you want. Each backup is independent of the other.
