iCloud contact photos not syncing to Mac

I simply cannot get contact photos to sync to my Mac. I've turned off iCloud contacts, then turned them back on. Turned them off on my phone, keeping them on my phone, then turned them back on.

I've turned them off on my Mac, turned them off on my phone (keeping them on my phone), then I went into iCloud.com and deleted all of my contacts. Then, I turned them back on with my phone and merged the local copies with iCould. I went to iCloud.com and verified that all contacts uploaded correctly with photos. Then, I turned on iCloud contacts on my Mac and allowed them to sync, but they once again downloaded with no contact photos. This is a very frustrating bug. Please provide a solution!
