Sync Downloads folder with iCloud not working with Sonoma

I am using macOS 14.5 (Sonoma) and I have turned "Sync this Mac" and "Desktop & Documents Folders" on under iCloud Drive in Settings. The Desktop and Documents folders are linked to my iCloud folders but not the downloads folder. This folder used to sync same as desktop and documents prior to updating to Sonoma.

Why is this not also automatically synced, like the Desktop and Documents folder? How can I get this to work again?
