I can't view, watch or purchase anything on the apple tv+ website.

I don't own any apple products, so let's get that out of the way, I started a free trial of apple tv+, figuring I could watch some things, nope, no play button or anything on my TV(TCL 835C) the app works and I can view all the titles I just can't actually watch anything, I go to the website figuring if I add it to my list maybe, nope still nothing available, restart the app on the TV several times, still nothing works, what's the point of the service or app if 80% of the population who don't own apple devices can't access anything unless they buy some phone or box or whatever, I'm glad I didn't actually pay any money for this, otherwise there'd be **** to pay.

A trial subscription still needs a proper, activated Apple ID account, which the personal details as asked, including a valid payment method (so that a subscription fee can be charged after the free trial period, if you are still subscribed by then).

I think that model TV uses the Google TV platform. At this time, Apple doesn’t seem to support financial transactions on the Google platform [9], preventing starting subscriptions there. Instead, subscribe/​buy/​rent on a different supported device. That can be an iPhone, iPad, Apple TV box, Mac, PC (Windows) with the Apple TV app, Roku, PlayStation (4, 5), Xbox (One, One S, X, S), Samsung TV, LG TV, Vizio TV. For Apple TV+, users may also start the subscription on the web.

A “How to Watch” text on your TV should convey such, albeit in marketing speak.
