Repeated “update iCloud terms” requests

My MacBook Air (M1, 2020) asked me to update my iCloud terms and conditions. No matter how many times I click “agree,” I keep getting asked again and again. When I try to accept the new terms at iCloud.com, when I click “Agree” I get a message that there is a connection error. I can’t log out of iCloud because I am apparently not logged in (as a result I can’t send or receive email). I have tried starting up in safe mode but had no luck solving this issue. I have updated to the latest OS (Sonoma 14.5). Please help—I need my email. Thanks.
