I have been reading this Apple Books edition of “Urfin Jus and His Wooden Soldiers”; and there are a ton of spelling errors, grammatical errors, and the people who made the book got the character names all incorrect. Is there something or someone I can report this too or no?

Majority of the books these days are written and edited by people and mistakes are a commonplace with the lack of proper supervision or automated spelling checkers used by editors.
It's great that you want to address the problem with responsible parties. I have a few suggestions for you:
Did I understand you correctly that you added this book from the Apple's Book Store.
If so, from the sidebar menu open the Library of all of your books.
Find the cover of your book in the list, and right below the right corner of it you can see three dots.
Press on them and then in the opened window press "View in Store".
On the opened page you can now see the details of the publisher. You can contact them directly if the information provided there is adequate for you to do that.
If not, below the name of the book there is a circle with three dots inside of it. Press on it, and in the popover opened select "Rate and Review". There you can also leave feedback on the book.
Third option will be contacting Apple support. Go to Apple Support website or application to do that. There is no specific way of reporting errors regarding books provided in Apple Books service. But you can try contacting a specialist by starting a chart or a call with them. But I'm not certain whether they are able to register this type of report.
