Books app removes pdfs and will not allow re-downloading while on cellular data

  1. How do I stop Apple from removing my pdf downloads, showing that annoying little cloud next to them.
  2. I cannot re-download the pdfs in Books off the cloud while on cellular data!?


Apple has somehow doubled down on making the Books app nearly impossible to use outside of wifi.
