How to stop "Allow iPhone to Access iCloud" window from popping up?

I recently started getting the "Allow iPhone to access Cloud? window when I log on or open an app. This may result in a column of these windows down the right side of the screen which have to be removed one by one. I have spent many hours trying to fix this via the user guide and other online sources, and finally called Apple Support. I spent over an hour with him trying to remove it, with no success. He accessed my screen, and we turned on/off after every "fix" he tried. He was totally stumped. I have tried all the remedies shown in old community posts, which did not work. Granted, I have an antique iPhone 6. Could this be the problem?


I am on a MacBook Pro (2017), Ventura 13.6.7 with an intel chip.
