How do I set up an spectrum email. I follow their instructions and it comes up with the notice "unable to verify account name or password". When I contact them they say it is an Apple problem and that I should contact Apple. I find it hard to believe that I am the only one haveing this problem, any suggestions?

It wouldn't be an Apple issue as Spectrum isn't able to verify your account not Apple. Escalate the issue with Spectrum.
