Files stored in iCloud are not being shown on my desktop on my Mac mini

I've been using iCloud for several months without any sync issues between my desktop and devices. Earlier this week, I thought that I would turn on the "Advanced Data Protection" option in iCloud (it sounded good), but then many files started disappearing. So I turned that option OFF, and now many folders that are in iCloud.com and on my devices are not on my desktop. However, if I go to my desktop finder/iCloud, I can find the files there. It's just my desktop is missing many folders and many files within the folders that are there.

THIS CAN'T BE STRESSED ENOUGH. The reason is because people are constantly losing their password to their Apple ID.

"Before you turn on Advanced Data Protection, you’ll be guided to set up at least one alternative recovery method: a recovery contact or a recovery key. With Advanced Data Protection enabled, Apple doesn't have the encryption keys needed to help you recover your end-to-end encrypted data. If you ever lose access to your account, you’ll need to use one of your account recovery methods — your device passcode or password, your recovery contact, or recovery key — to recover your iCloud data."
