Can't install app using ad hoc

We are trying to install an app using ad hoc, the manifest file is generated using xcode, the html file contains has the correct itms-service command (same as we've been using for iOS installations), but when clicking on the button an empty window opens with only the drag and close buttons and a pop up saying Can't connect to the url of the page.
