I have 5GB of (free) iCloud Storage, but I have 44.46 GB of 'iCloud Drive.' When right clicking my iCloud Drive in Finder and 'get info', it shows 13.8 MB. So where could the rest come from as that's a considerable amount of storage to be taken up, relative to my base model MBA with 256GB of storage.

That's not the spot. Go to Settings>Apple ID>iCloud
Hold on-- your signature says macOS 15 Catalina form 2019.
Is that correct? Things there may be very different. But that can't really be true on an M2 MacAir....

Do you have "Optimize Mac Storage" selected at System Settings>Apple ID>iCloud?
