How can I get Finder to show the contents of iCloud Drive?

In Settings iCloud+ is turned on, iCloud Drive is On, Sync this Mac is on, and Desktop & Documents Folders is off. If I try to turn on Desktop & Documents Folders, the button spontaneously returns to the off position.

In Finder / iCloud, three folders are in Shared. The iCloud Drive panel shows iCloud Drive is off:

Running macOS 14.6b. This issue long predated beta use.

How can I get Finder to show the contents of iCloud Drive? How can I get my Mac to sync with iCloud?

My guess is I should delete some cache. If so, which one and where is it?

That is just the problem. I think iCloud should be enabled, but in Finder it is not. As I said,

In Settings iCloud+ is turned on, iCloud Drive is On ...

and the first screenshot above shows 14 apps are syncing to iCloud. Here is another view of my settings.

I think iCloud Drive should be enabled.

Why does Finder not show iCloud as enabled?

Also, Default Folder X tries to sync via iCloud, but detects iCloud as not turned on. But Bookends seems to sync just fine. The syncing which should happen is from my MacPro7,1 to my MacBookPro18,2. On the MBP the finder shows iCloud Drive as expected.

Something is not right here. Does anyone have any idea what the problem might be?

I just usually click on iCloud in the sidebar and the folder that contains what little I have on iCloud pops up. You settings are the same as mine other than you don't have iCloud Drive enabled.
