I find out auto play videos to be extremely distracting and annoying. How do I turn this off? iPadOS version 17.5.1. I already have motion turned off in accessibility, doesn’t seem to work.

Try Settings —> Accessibility —> Per App Settings —> Safari —> Auto Video Previews —> Off.
