never ending icloud drive downloading/bug

has anyone experinced this?

I dont even know whats downloading so hard, but its not even downloading anyways, im just sick of it how can't i deal with it, i closed everything, restarted, deleted cache, i dont know what to do anymore, please hel me with this ****
