Notes not syncing with icloud

All of my other device sync with iCloud and all other programs on my Mac also sync with iCloud.......except for Notes. Notes is enabled to sync on my mac and notes get synced from all my other devices. But anything I create on Mac notes does not sync. I have checked the folder in notes is iCloud, on notes and not local, still no sync. I have checked every setting possible, restarted many times, updated software.......looked at every forum and still can't find an answer. If you have a solution to his mystery, I am all ears.
