I have seen elsewhere people saying that 'free apps require a payment method when there is the possibility to purchase extra things inside the app'
Whilst annoying, I can understand that.
However a free book is just a book! There isn't any other content to buy.
Why then is it requesting a payment method for the child who is obviously too young to have one?
