Freeing up space in icloud
I've followed all the instructions to delete family sharing, backups, photos, large files etc and my storage amount remains unchanged. How long does it take to refresh? Is anything really deleting?

Sometimes when you delete things, they are only moved to a "Recently Deleted" folder and stay there for up to 30 days until they are permanently deleted. Until items are removed from this folder, they will continue to take up iCloud storage. However, you can manually delete these items before the 30-day threshold.
Of the items you listed, I know files and photos have a Recently Deleted section. Check the respective apps associated with these files for this.
You can also try rebooting your phone. Sometimes iCloud syncing isn't instant and may not accurately reflect your available storage for some time.
