trying to login a child account onto Apple Music and getting 'unable to complete purchase'

I have setup a child account for my son to allow family sharing of my Apple Music account, however when I try to login to the Apple Music app on his android phone, I just get a 'unable to complete purchase' message. Why? I have an active family subscription, which my daughter already uses,
