Unable to move files from iCloud Drive

I had the contents of some of my files on my Desktop (synced with my iCloud Drive) wiped. When I try to move them out of the Desktop, I get stuck in "preparing to move".

When I try to move them with terminal, the command never finishes executing.

This started my payment for iCloud+ didn't go through. This has been resolved, and I have well above the amount of storage needed, but everything is still stuck in the iCloud Drive. Everything inside the drive works fine, but can't be moved.

Daemon processes such as fileproviderd, bird, and cloudd are taking up a combined 200% of my CPU at all times.

Everything has been turned off and on again and I'm fully updated.

MacBook Air, macOS 14.6
