Using HomePod pair (Gen1) with AppleTV and as smart speaker?

I have just setup a pair of Gen1 HomePods linked to my AppleTV as a stereo pair. The sound is awesome and it works flawlessly. However, I'd also like to use the HomePods as a regular smart speaker for my music/podcasts/etc when the AppleTV and TV is not turned on. Is this possible? I just tried to play some music when my TV was turned off and the HomePods reported a problem and didn't play what I asked. Is this normal behaviour?
