iCloud Drive is not loading on my Mac despite being on

On my second MAC each time I try to access iCloud Drive I get the message to turn on I cloud drive and the link in the sidebar is grayed out. Each time I follow the prompts to my Apple ID, it teas me properly to I clid and shows my subscription to ICloud plus at th @TB level. It also shows ICloud Drive on and synched. So I am caught in an infinite do loop. In fact when I hit upgrade it does not even show the 2TB option but 6TB and larger so it recognizes the subscription. What can I do
