How can I fix iCloud Syncing?

Hi, I Have Same Problem with my Computer. I Think iCloud is not syncing that much and Makes me feel Upset. Look can you help me to fix this problem so that I can create Videos and Movies. I Hope My Computer will feel much better if iCloud photos or iCloud Drive is totally Fix. I Hope you understand.
