iCloud won't finish uploading

I have the 2TB iCloud account syncing to my MBP M1. There are two files (together = 1.9GB) that are seemingly stuck downloading for a couple weeks. I don't know why this is happening and I can't tell which files are stuck.


Before anything major, I'd like to at least figure out the names of the files. Then I want to know why they are stuck.


I have a good internet connection with around 300 Mbps down and 20 Mbps up and it's been a couple weeks, so waiting longer isn't the answer. Reboot done, etc.

If you go to iCloud.com, you can look at the contents, there. Maybe something is missing. Or, if you suspect a particular file, you can ask for info. I moved a folder to iCloud Drive, went to the web page, and asked for info there. This is what I got:

The iCloud with the down arrow indicates that this has not been fully upload to iCloud yet. (I'd think it would be an up arrow, but the whole download/upload thing seems confused, I guess.)


To see what would happen, I tried moving a Microsoft folder to iCloud. iCloud doesn't like it, and it looks like this:

In Finder I turned on the iCloud Status column, and it shows that this User Data folder just isn't going to go. Some things aren't allowed in iCloud Drive, like Photos Libraries, and apparently things that are supposed to live in the applications' libraries. (It wouldn't let me use Excel after I did this-- I had to re-enter passwords and stuff.) You might look at folders' or files' iCloud Status icons. Unlike at iCloud.com, it doesn't show files in the process of loading.
