iPhone 7 says not enough space to sync music but there is

I have an iPhone 7 (no SIM card) and just updated the software to 15.8.3.

My iTunes is on PC, version is 12.13.3.2.

There is 27GB of free space on the iPhone; my entire music library is 20GB.

When I try to sync the library, I get a message saying it can't be synced because there is not enough space to hold all the items. At first, it said I needed an additional 250MB, tried again and it said 500MB, and now seems to be stable at about 900MB. Tried rebooting and updating all devices involved, still the same issue.

I have very few apps (all updated) on the iPhone, and no other media whatsoever.

Does anyone know why this is happening and how to correct it?

A message stating that you need additional space means that iTunes is trying to add more than can be fitted onto the device.

Perhaps there is something else set to be synchronised that you're not aware of or have forgotten about. For example, Podcasts or Audiobooks. Check all the Sync settings for anything like that. Alternatively, it may simply be how you're interpreting the numbers; i.e. how do you know your music is 20GB and more specifically, how do you know there is as much as 27Gb of free space on your device? (If the phone's memory contains a significant amount of "Other", it may reduce the amount of free space available.)

If you cannot identify the cause, try using Sync by Playlists, artists, album and genres rather than Sync Entire Library. By using sync playlists etc., you can add music a bit at a time with each sync until either you get everything onto the phone or you get a message telling you there's not enough space.
