How do I enable Universal Control for notes on my MacBook and iPad

everytime I try to use universal control on my macbook and ipad it turns my ipad into a second display, when all I want is to be able to use my mouse and keyboard on my ipad to take notes for school. It worked fine the other day and now its not, how do I fix this? both devices are up to date on software.
