Books not syncing from iPhone

I am trying to clear space on my phone. In the Books app, I have three books which are on the phone but are not showing up on my iPad. I have everything turned on in iCloud on my phone and iPad. On my desktop, the Books app doesn’t even show up as something I can sync. Is there something I’m missing?
