MacOS seems to be designed to erect barriers that appear needless to this newbie (highly experienced with other OSs) such as iMovie can't browse to the cloud. Whyever not?

Just copied a couple of MP4 video files to my iCloud. It's my storage space, yet it seems it's not accessible to be used as per any other remote drive would be. I've been trying to source those video files for iMovie, but it's not allowed. Why not? Are such barriers truly needful?
