An error occured while trying to download a higher quality of this video

I have my Photos synced with iCloud. Meaning, I THINK, that apple keeps a minimal version on my iphone while everything goes to the cloud and i'm able to access them on any device.




I have turned this absurd thing off that never works properly, and deleted a lot of videos on my iPhone because my storage was full. (Ofcourse, that did not work, and I suddenly had "System Data" taking up half of my storage instead of my Photos app, which is absolutely ridiculous.)




Anyway, thats not my main concern. My concern is that, after turning iPhone the iCloud sync, as I expcted, suddenly half of the photos and my videos on my iPhone disappeared from the iPhone, yet I was still able to access them on Photos gallery on my MacBook.




The problem is, I am unable to download half the videos, a constant pattern is regarding videos longer than 1 minute and I get this error.
