Mac mini 2018 stuck at boot up

My 2018 Mac mini is stuck on bootup, The sound comes on and once the Apple logo comes on it restarts all over again. I have tried to get it to the recovery screen but it doesn't get there, I have tried the prompts: turning off turning on, turning off and holding down command R, restart using option+command+P&R, restart using shift key, nothing has worked. Finally got to a screen where it ask me to choose my network and I did and it repeated, just got an error code support. apple.com/mac/startup-2002F,

I even checked with the internet provider to see if any security blocks could be causing any issue and they confirmed what I already knew, which is no. any suggestions would be welcomed. Thanks
