IPad mini with v.18 installed - unable to access accessibility options

I installed v.18 on my iPad Mini yesterday. When I go to Settings and select Accessibility, the system immediately exits the Settings options and returns me to the Home Screen. When I started using my pencil, Accessibility options were available. I don’t know if it’s just the iPad Mini or all Apple platforms, but this release seems whacky. I had a difficult time getting rid of the small keyboard that pops up when using the pencil until I changed the pencil option to disallow ‘Only Draw with Apple Pencil’.
