Can't reconnect to iCloud for Photos

I disconnected from iCloud after I download all the images to an external drive on my MacBook Pro (Sonoma 14.6). I wanted to free up space on my basic iCloud account. Now when I try to reconnect to iCloud I keep getting the error message "The operation couldn’t be completed. (NSURLErrorDomain error -999.)" along with "You can't manage your storage at this time. wait a moment and try again." I have waited many moments and tried again with out success. Can anyone please help? Pretty please. Thanks.
