Apple Support is no longer assisting with Activation Lock issues on the Business-side and refer to a website al-support.apple.com. I need an escalation path as an SLA of 7 business days is not acceptable and I'm being told there is no way to get that team on the phone.
The issue is that when in Apple Business Manager, I attempt to turn off the User activation lock and immediately get an error to call AppleCare support.

Call the Apple Business Manager support line. Take a look at this page for your country and phone number. If the devices are in ABM and you are getting an error with an ABM function, this team should be able to assist as they are dedicated to ABM/ASM.
