icloud has disabled my photos

I recently deleted 700+ photos on icloud, leaving a few. Those photos are in the trash. I'd like to empty the trash and permanently delete them but there is a yellow banner at the top of icloud.com that says my icloud photos has been disabled. The "Delete" option at top right is grayed out and cannot be used. Why has my account been disabled and how can I get it up and running again and remove these deleted photos? Thank you.
