Hello. The wife is getting a new phone tomorrow and has about 40 safari tabs on her current device. Safari is turned on in iCloud on current device and will turn it on the new device and hopefully all her tabs will be on the new device. If they are and then I sign old device off of iCloud I assume the tabs will stay on the new device? If the tabs are not there any other way to get them to the new device?

The tabs should still be there but, to be safe, save the tabs. Tap the center icon at the bottom of the screen, the one that looks like the a stack of lines. Then, tap on "New Tab Group with 40 tabs" (or whatever the number is). Give the group a name.
