iCloud Backup- how to add an External Hard Drive?

I have an iCloud account and would like to back up and keep an entire external hard drive on iCloud up to date. I researched it and signed in to online iCloud> Drive>, and it says it will not back up folders, just files.

Is there a drag-and-drop feature?

Also, where can I get a list of computers that have access to the folders and files in the iCloud account?

Mac Studio, macOS 13.5

iCloud will sync, not backup, files in the iCloud Drive folder and desktop and documents if enabled. If you wish a file to sync across devices, place it in one of those locations. You can backup to an external drive using Time Machine (or similar). To see devices on your account visit appleid.apple.com
