Horizontal Zoom not responding to keys - Logic Pro 11

I cannot assign horizontal zoom to be ctrl +left/right arrow (which is what I used in logic 10). It has no conflicts with other key commands and as far as I can tell isn't a system exclusive key command.

When activating "learn by key label" it won't even respond when I press ctrl + left-or-right arrow but it does when I type any other keys.
