Can't access or download files from Icloud (MACBOOK)

In my iCloud Drive folder on my MacBook, there’s a folder called "DESKTOP" that contains old files from my previous desktop. When I try to download or view any files in it, a download bar appears over the file icon, but it doesn’t move, meaning the files aren’t downloading. Also, when I open iCloud Drive on iCloud.com, the "DESKTOP" folder doesn’t appear, and some files are missing. I need help accessing this folder. Can anyone help, please?
