OneNote Page Viewer faster than PDF requires WebKit engine to be compatible with single-file web pages to reduce need for Android phone?

I am trying to share a Page of OneNote to others using smartphone (IPhones and Androids) but am finding mht file exported as 'single file webpage' cannot be opened by iphone; according to Microsoft no iOS browser will but only MHT app but unfortunately not work correctly. I tried multiple apps and have to agree with Microsoft. Android smartphones fare better in this situation.

Is there a better solution? Would Apple consider feature Safari to view OneNote export as single web page file because PDF export is sluggish for iphone 11. Isn't 'single file webpage' superior to pdf format for minimum file size and speedy viewing?
