Provisional Enrollment failed. [MCCloudConfigErrorDomain – 0x80EF (33007)]

When using Apple Configurator to enroll several iPads(iPad 8th Gen) I am getting this error.

"Provisional Enrollment failed. [MCCloudConfigErrorDomain – 0x80EF (33007)]"

We are using Jamf Pro to provision these devices. We are enrolling the devices to Apple Business Manager using Apple Configurator, and assigning the Jamf MDM server in Apple Business Manager.

The profile being installed is from our jamfcloud enrollment link.

I was able to successfully enroll 400 iPad 7th gens no problem. This batch of 40 iPad 8th gens seems to be giving trouble.

I have read other threads mentioning to connect the device to Wifi before enrolling. That has not worked for me.
