How to restore Touchscreen functionality after the latest update

Before the latest update, I was able to use the touchscreen on my vehicle for dialing numbers when driving. Now with the latest update, keypad doesn’t appear and I get “Limited Access “ message instead.

This has to be an Apple product issue. If it was an auto maker issue why did it work before the update?
