I use the new accessibility features (full screen touch turns the volume up) and now the screen won’t work if I touch it.

79% is not healthy and is almost certainly the reason for the screen issue. Apple recommends having the battery replaced at around 80% – so have the weak, aging battery replaced and all will be well:

Does your iPhone 11 still have its original battery?
And, if the screen starts working again, what's the Maximum Capacity % here?...

Yes and the capacity is 79% but the screen doesn’t work I just memorized it
